Luffy and his crew escape the pursuit of the gang by getting into Whole Cake Island, the headquarters of the Four Emperors Big Mum, and bringing back Sanji. Meanwhile, the main stage is set in the holy city of Marie-Joa, where royalty from around the world and revolutionary forces with their own agendas gather for the “World Congress (reverie).
